Economic/Social Impact of the Project Project Title- “AUGMENTATION AND RENOVATION OF THE HOSPITAL WING OF SREE CHITRA TIRUNAL INSTITUTE FOR MEDICAL SCIENCES AND TECHNOLOGY, [SCTIMST], TRIVANDRUM, KERALA” .Budget- Rs. 280 Cr Funding agency- submitted for 60percentage funding from ministry of health and family welfare through the Pradhan Mantri Swasthya Suraksha Yojana [PMSSY] scheme and 40percentage from Ministry of Science and Technology, Dept. of Science and Technology, Govt. of India. Duration of project- Total 4 years commencing 2016-2017 [New building construction 3 years, renovation of old building 1 year]. SCTIMST is an autonomous Institute of National Importance created by an Act of Parliament in 1980, and is under the administrative control of the Department of Science and Technology [DST], Government of India. It has a unique composition combining a Super Specialty hospital for Cardiac and Neurosciences, a research wing for the development of technologies for biomedical devices and a public health science studies centre. The Institute has indigenously developed the technology of TTK-Chitra heart valve, the blood bag and 36 technologies that have already been transferred to the medical devices industry. The Institute was recently declared as a Technical Research Centre for Biomedical Devices by the DST in line with the principles of the Make in India initiative to promote indigenous medical devices manufacture. The Institute has already initiated R and D work on 20 new technologies to be developed in the next 5 years and this is critically linked to the close interaction between the hospital wing and the R and D wing. The hospital wing of SCTIMST pioneered advanced care in Cardiology, Cardiac Surgery, Neurosurgery and Neurology in Kerala in the 1970s. Large number of patients from all over India and abroad seek its services. The hospital trained hundreds of young physicians and surgeons in the Cardiac and Neurological medical super specialties as well as Cardiac and Neuro-Anesthesia and Radiology who are placed across the nation. The Institute is a refuge for the economically weaker sections of the society as it provides access to state-of-the-art treatment for various cardiac and neurological ailments at concessional rates ranging from 10percentage to 100percentage based on the socio-economic status of patients. In 2015, 65percentage of patients attending the hospital received the benefits of the subsidized treatment. Though the bed strength of the hospital is only 260, in the last year alone, 11,000 patients were admitted for various in-patient treatments and 1,80,000 patients attended the outpatient services. Rapid developments in medical field and related technologies have put great demands on the hospital services. Over the years, the number of patients coming for specialized treatment has increased manifold placing tremendous strain on space and medical facilities. The 30 to 40 year- old buildings have not been renovated or its operation theatres, wards, intensive care units, electrical or air conditioning systems up graded since the initial installations. Development of new subspecialties and creation of new academic courses have created intense space constraints. The lack of infrastructure and medical/surgical facilities has resulted in very long waiting periods ranging from six months to thirty six months for various surgical procedures and one year for its review clinics. If SCTIMST, as a premier institution that provides affordable and cutting edge health care services and conducts research in frontier areas, its hospital needs additional support to upgrade and expand its facilities. Though the necessary land was acquired just adjacent of the hospital wing from the Govt. of Kerala in 2010, lack of funds has delayed the initiation of the project by more than 5 years, resulting in considerable public ire and political pressure on the administration.
