Project Vault is a broad strategic initiative launched in February 2026 aimed at rebuilding America’s control over rare-earth supply chains. It marks a fundamental shift in the role of the federal government from a regulator to a shareholder, involving direct equity stakes in domestic rare-earth developers such as USA Rare Earth. The initiative aims to secure supply chains, create a policy floor for valuations, and drive a sector rally, supported by long-term financing from the U.S. Export-Import Bank and emergency powers under the Defense Production Act. The project includes building a closed-loop domestic system with processing facilities and cross-border alliances to eliminate foreign dependencies.
