Promoting digitalization in public administration

The module aims to enable public administration to use modern digital tools and improve the population's access to (digital) public administration. To achieve this goal, the administration needs secure, reliable and cost-effective access to the government intranet. This intranet has been greatly improved in recent years, so that the central administration in Dakar and Diamniadio (new national data center) are well connected. A public fiber optic network has also been built in large parts of the country. However, most of the country's decentralized and deconcentrated institutions are not yet connected to this national, public fiber optic network. The administrative units that are connected to the network suffer from connection interruptions, weak IT support and do not have sufficiently modern technology. The digitization strategy Sénégal Numérique 2025 (SN 2025) has been addressing this issue since 2016 and is intended to define the political digitization projects. By providing reliable access to IT services and connecting public administration to the government network, the module contributes to achieving the objectives of SN2025. This is intended to provide citizens with high-quality public services and improve private investment conditions. Promoting digital and decentralized public administration therefore has great potential to improve efficiency and transparency, equal access, and streamline and shorten processes in the provision and delivery of public services, thus improving the digital and macroeconomic framework and the investment climate in Senegal.
