Description

The ongoing civil war in Syria has caused massive refugee movements to neighboring countries. The high influx not only affects the prospects of the refugees, but also the socioeconomic situation in Lebanon. The aim of the FC measure is to create short- and medium-term income opportunities for Syrian refugees and Lebanese host communities. The project therefore focuses on measures to rehabilitate and improve infrastructure. The project is being implemented by the International Labor Organization (ILO) and the United Nations Development Program (UNDP). The activities are concentrated on the neediest communities in the Bekaa, North Lebanon and Mount Lebanon governorates. The infrastructure measures are supplemented with training courses to, among other things, teach construction companies implementation modalities, increase employment effects and strengthen the capacities of public institutions. The Ministry of Labor in particular is to be structurally strengthened in order to issue work permits for Syrian refugees quickly and transparently. The project is divided into two phases. In Phase I of the project (EUR 4.145 million), the project structures and the necessary processes at the Ministry of Labor and the Ministry of Social Affairs will be established, e.g. for issuing work permits. On this basis, initial infrastructure work will be carried out in Phase I. In Phase II, the infrastructure work can be expanded on the basis of the project structure established in Phase I, thus achieving substantial employment effects.
