Description | The FC program to promote energy efficiency and access to energy comprises four components: 1) modernization of the network infrastructure at distribution level, 2) installation of prepayment and smart electricity meters, 3) grid connection in urban areas and 4) integration of components of the Programme Nationale dUrgence dElectrification Rurale (PNUER) in selected project areas. Components 1 and 2 are intended to help reduce technical and non-technical electricity losses, while components 3&4 are intended to increase the grid connection rate in Senegal and component 4 explicitly promotes grid connection in rural areas. The fourth component responds to an urgent request from the Senegalese government for support in this area. The aim of the FC program is therefore to increase supply-side energy efficiency, avoid CO2 emissions and improve access to energy services. The components are being implemented in nine district towns in Senegal and in Dakar. The target group are current and future electricity consumers (private households, companies, public institutions) in this project area, who will benefit from a more efficient and reliable electricity supply, as well as those households who will have access to electricity for the first time through the planned grid connection (components 3&4). The review of the FC program revealed a financing requirement of around EUR 60 million. This will initially be met through an FC grant of EUR 37 million and a contribution from the Senegalese partners of around EUR 3 million. A further EUR 20 million will be reviewed in advance and have already been included in our proposal for the 2015 framework plan. The recipient of the German contribution is the Senegalese state. This will pass the FC funds on to the project sponsor, the state-owned energy company Senelec (Société Nationale dÉlectricité du Sénégal). |
