Description

The FC measure Promoting environmental protection measures in private and state industry serves to protect the environment and resources and supports companies in investment measures to reduce and prevent environmental pollution, comply with environmental standards and improve the working conditions of employees. The immediate target group of the measures are individual or associations of several industrial companies in Egypt that carry out investment measures with positive environmental effects. In order to prevent large industrial companies from being given preferential treatment, small and medium-sized enterprises (SMEs), which often do not have access to loans from commercial banks, are given special consideration when promoting environmental protection projects (pure grant facility). The project is intended to continue the long-standing commitment of German FC in the Egyptian environmental sector, particularly in industrial environmental protection projects, to combine it with the parallel commitment of other donors to date and to further develop it with regard to institutional capacities for environmental monitoring and enforcement. The measure is an integral part of the NIF project Egyptian Pollution Abatement Program III (EPAPIII) with a total volume of around EUR 184 million. In addition to the EU (grants for technical assistance to strengthen the operators and investment measures), the EIB (lead agency) and the AFD (both by financing a credit line for investment measures) are also involved in the financing. The objectives, implementation and implementation structure of the entire program are coherent and comprehensively coordinated with the partner. The industrial companies have to make their own contribution to the financing of at least 10% of the investment volume, and the EEAA has committed to making its own contribution (personnel and material costs) to support the project unit and monitor the industrial companies in the amount of 42 million EGP (currently equivalent to around 4.4 million EUR). The project sponsor for the entire project is the national Egyptian environmental authority EEAA (Egyptian Environmental Affairs Agency). The implementation of the credit line and the transfer of the loan funds from the donors AFD and EIB are carried out via an APEX bank and subordinate commercial banks.
