Promoting municipal infrastructure in Sofala province

The coastal city of Beira, large parts of which lie below sea level, suffered considerable damage, particularly from Cyclone Idai in 2019, partly due to insufficient coastal protection, and significantly affected this important economic center as the fourth largest city in Mozambique. Therefore, Beira's urban rehabilitation and resilience plan lists coastal protection and drainage as the city's priorities, with an estimated investment requirement of 284 million US dollars. The FC project is intended to make a contribution in Mozambique in the focus area of decentralization and public finances. It combines measures to strengthen local self-government in Beira, Mozambique's fourth largest city, in the area of coastal and urban planning. It helps to improve the resilience of the poor, particularly vulnerable parts of the population to climate-related extreme events through improved coastal protection. The planning and implementation of the project are taking place in cooperation with the World Bank and the Netherlands as part of the Cyclone Idai and Kenneth Emergency Recovery and Resilience Program. This will not only improve the living conditions of the constantly growing urban population, but also secure the economic and administrative performance of the city in the ecologically valuable region. Overall, the growing city is to be strengthened in its role as a decentralized economic center. The main measures will consist of the rehabilitation and strengthening of existing coastal protection infrastructure on the coastline of the municipality of Beira, primarily on the basis of nature-based solutions, as well as supporting the municipality in organizing participatory planning processes and the sustainable operation of the coastal protection infrastructure.
