Description | The third phase of the FC education program expands the concept of the previous phases in terms of space and content. Both primary and secondary infrastructure are now financed. Geographically, there was an expansion to the four most populous Kenyan cities (Nairobi, Mombasa, Nakuru and Kisumu). A scholarship system is also co-financed. The project thus contributes to achieving universal primary education and improving secondary education and promotes future leaders through the scholarship program. From previous phases, the Kenyan partner government values the high-quality construction concept of the FC as a model for school infrastructure - fully functional schools are being built. In addition to the construction or rehabilitation of classrooms, sanitary facilities, kitchens, administration rooms and child-friendly play and sports areas are being created, set up and, where necessary, protected by walls. For the target group of disadvantaged children and young people from urban poverty areas, this creates an overall learning-friendly, disturbance-free environment and a place of retreat. In order to optimise the coverage of needs, the project is designed as an open programme. Teachers, parents and representatives of the community are involved in the project and, together with students, are made aware of the importance of maintenance and upkeep. In addition, awareness-raising measures on health and social aspects (including HIV/AIDS, hygiene (WASH), children's rights and the promotion of girls) are carried out. The measures complement the optimised learning environment and the improved hygienic conditions in the schools. For the first time, FZ is co-financing a scholarship system in the secondary school sector in sub-Saharan Africa and is thus specifically testing new forms of education funding. In an accompanying pilot component, disadvantaged, talented boys and girls from the programme region are given the opportunity to attend secondary schools through scholarships. The aim of the component is to promote a new generation of leaders through scholarships, mentoring offers and events. The findings of the pilot measure are continuously evaluated by the implementing scholarship agency and FZ. If the implementation is successful, it is conceivable that the approach in Kenya could be increased in the medium term and that it could be expanded to other countries in the region. The costs of the project were originally estimated at EUR 24 million. We are currently assuming EUR 27 million (see increase proposal). The FC funding share (grants) is currently EUR 20 million. If the increase takes place, the FC share will rise to EUR 23 million. |
