PROMOTING SUSTAINABLE CBNRM AND INSTITUTIONAL DEVELOPMENT

The development objective of the Promoting Sustainable Community Based Natural Resource Management and Institutional Development Project for Indonesia is to strengthen institutional and local capacity for decentralized forest management and generate improved forest-based livelihoods in targeted areas. This project has four components. 1) The first component, Strengthening Legislation, Policy, and Institutional Capacity in Decentralized Forest Management, will build on existing efforts to harmonize regulations and the work of Sekretariat Nasional Komisi Pemberantasan Korupsi (SEKNAS, KPH National Secretariat) to increase support for operationalizing Kesatuan Pengelolaan Hutan (KPHs, Forest Management Unit)). It has two subcomponents as follows: (i) Forest policy and legislation development, revision and amendment; and (ii) Institutional development and capacity building. 2) The second component, Developing the Knowledge Platform, will address the needs by establishing an effective modern knowledge platform that facilitates information and data sharing, access and use of user friendly outputs, and knowledge exchange among practitioners. It has two subcomponents as follows: (i) Knowledge Management and Information System; and (ii) Capacity-building and knowledge exchange. 3) The third component, Improving Forest Management Practices, supports up to 10 KPH facing challenges in becoming operational, specifically with respect to institutional capacity, supporting communities, and sustainable utilization of forest products (timber and non-timber). It has three subcomponents as follows: (i) Advance KPH operationalization; (ii) Community empowerment in up to 10 KPH areas; and (iii) KPH-based knowledge exchange centers. 4) The fourth component, Project Management, Monitoring and Reporting, and Program Coordination, will support project management and oversight, and implementation of the project monitoring and reporting system.
