Two projects in Serbia are being financed under thematic project Energy Transition I Energy efficiency in public buildings III Buildings are Serbia's largest energy consumers, accounting for around 45% of total energy consumption. More than 50% of the building stock is outdated and does not meet today's energy standards. The aim of the project is energy efficiency in public buildings (mainly schools), the use of renewable energy sources (biomass and photovoltaics) and a sustainable energy supply. The program includes energy efficiency measures (e.g. thermal insulation of walls), structural measures (e.g. building renovation) and comfort measures (e.g. renovation of sanitary facilities). The total cost of the project amounts to around EUR 77.68 million, including a FC loan of EUR 50 million and grants of EUR 27.68 million mainly from the EU. Development of the biomass market The project aims to enable a safe, efficient and climate-friendly supply to consumers connected to the district heating networks. The project, which is scheduled to start in 2024 and be completed by 2029, has a budget of €31.925 million. Within the first year, an engineering firm will be selected for implementation, followed by the preparation of initial feasibility studies. The works are expected to be put out to tender in mid- or late 2025. Implementation will take between 10 months and one year. The programme will provide funding for biomass district heating systems in four to six municipalities to build new biomass boilers. Additional technical support for policy dialogue will focus on the implementation of EU directives on sustainable management of forest resources.
