Description | Despite economic success with an average growth of 5% over the last decade and a good demographic starting position, Kenya is characterized by high youth unemployment (17 to 40%) and a simultaneous shortage of skilled workers. The creation of high-quality vocational training opportunities for Kenyan young people is therefore crucial to increasing the employment of young people in Kenya and improving the supply of qualified specialists. Against this background, the promotion of vocational training, especially in Africa, is a key concern for the German federal government. Therefore, at the beginning of 2017, the BMZ initiated the Kenyan-German TVET Initiative (KGTI) to promote youth employment in Kenya. The FC measure presented here is the core of this initiative. The FC module aims to develop state vocational schools into centers of excellence for cooperative vocational training. A particular focus is on greater involvement of private companies in training in order to ensure that the supported training is labor market-oriented. The target group of the FC measure are young people in Kenya, especially those who have left the school system (secondary level) and who are seeking formal vocational training lasting several years at skilled worker level in selected sectors. The total cost of the FC module is EUR 22.73 million. An FC contribution (IDA loan of EUR 20 million) is planned to finance these costs. In addition, the financing of an A+F measure of EUR 2 million is required to ensure the sustainability of the FC investment measures. In order to scale up the approach presented here in a second phase or for further development, this program proposal contains a stock check component of EUR 50 million. |
