Description | The FC project PROMOGEF aims to improve access to land use rights and land titles by providing decentralized infrastructure and its equipment, digitizing land rights administration and modernizing it, thereby supporting the implementation of the Senegalese reform agenda (Plan Senegal Emergent II). Core problem Responsibilities in the area of land rights are unclear, state authorities and municipalities are not sufficiently equipped for the task and the current legal situation does not yet adequately take into account the needs of the municipalities (e.g. with regard to the designation of pastureland, communal land or group ownership). In addition, there is mistrust between municipalities and state authorities, as municipalities fear that their right to land administration will be taken away through formalization. Module objective Land rights administration by the responsible authorities (administrative authorities, local authorities and technical services) is efficient, transparent and responsible. Key outputs The infrastructure and equipment for the administration of land rights has been modernized. The digitized system for land rights administration (SGF), which includes a digital land register and a geographic information system, has been set up. The management and governance capabilities of the DGID required for project implementation have been strengthened (this is done through the development and implementation of a change management plan by the authority, which, among other things, includes the involvement of civil society and the consideration of the needs of vulnerable groups, especially women, in administrative actions). Target group The target group is the population in the intervention regions. Contribution to the national implementation of Agenda 2030 The module contributes to the achievement of Sustainable Development Goal (SDG) 1, SDG 8 and SDG 16 of the 2030 Agenda for Sustainable Development, which is implemented through the national development plan Plan Sénégal Emergent (PSE). |
