ProSDinWater: Promoting and Strengthening the Social Dialogue in Water Services through Innovative Approaches

"In times of crises and pandemics, the water sector proves its key role in national security, sustainable economic recovery and resilience. This sector is extremely important for protection of the workforce health and safety. In the partner countries, the sector has a very good trade union density. These are the main reasons considered by the partner organizations to join efforts to develop a project proposal for the water sector as a pilot industry. The results of the project work could be multiplied and applied to other economic sectors. Improving the process of regulating the workforce through social dialogue in the context of global challenges and recovering from the Covid-19 pandemic requires new approaches to adapt the social dialogue to the changing needs of the workforce. The process of regulation can be significantly improved through integrated measurable indicators on the basis of which to justify appropriate solutions at the tripartite level (industry, national and European). In a dynamically changing security of the environment, influenced by various globalization processes, creating risks for developing of the workforce, such as geopolitical situation, pandemic, energy crisis, economic and social crisis, the issue of capacity building of the tripartite social dialogue as a tool to overcome the contradiction between the necessary and the available human capital becomes extremely important. In this context, social policy needs institutional tools that allow dialogue between the social partners to be effective. The main structural problems, according to 2020 report of the European Foundation for Improvement of Living and Working Conditions ""Capacity building for effective social dialogue in the European Union"", are related to the three main guidelines for capacity building, which include: 1. Increasing the capacity of the human resources; 2. Increasing the capacity of the organizational structures of the social dialogue; 3. Improving regulatory framework"
