Protection of public spaces is still one of the major issues for European cities as they are vulnerable to many types of threats. Despite wide technological innovations, integration of new concepts, huge amounts of actions to raise stakeholders' awareness, the centerpiece of the protection of public spaces remains the law enforcement agencies: their presence on the ground, their tools, their trainings, their level of cooperation with the private sector and their relationship with citizens. PACTESUR2 will involve 4 flagship cities strongly invested in proactive security policies (Nice, Madrid, Turin and Liège), 12 follower cities representing the diversity of Europe and more than one thousand European cities of all sized reached by the project dissemination through Efus and ANCI networks. PACTESUR2 will first aim at improving the protection of public spaces by enhancing the development and implementation of good practices at local level. The organization of high level trainings for local security forces and the exchange of police forces between cities during international events will be two main pillars to improve the skills of our police forces, to enable best practices to be deployed quickly in the Member States cities and to reinforce the image of cooperation between police forces of different European cities. This would be an opportunity to experiment the exchange of police officers between cities, which would send a strong signal to European citizens about our sense of community, also in terms of security. This would also contribute to address the second objective of PACTESUR2: to increase citizens’ participation and involvement on this topic of securing our public spaces and more generally on their perception of being European citizens. The third and last aim of PACTESUR2 will be to enhance public-private cooperation in the safety field enriching the work actually led in France and other European countries about the private/public security continuum.
