Protection and Resource Recycling Project of Zhoujiaba Ecological Wetland in Luojiang District

The project area is located in the Luojiang district of the city of Deyang, north of the city of Chengdu, in Sichuan Province. Sichuan Province is one of the poorer regions in China. The project aims to reduce environmental pollution of the Kaijiang River, including the Huang Shui River, and to improve flood protection. In addition, the Zoujiaba Wetland is to be renaturalized and ecologically upgraded in order to improve living conditions and increase environmental awareness among the population. Furthermore, the attractiveness of the area for local recreation and tourism is to be significantly increased. Due to increasing economic development and agricultural use, waters and nature in the region have been heavily polluted in the past. Higher Chinese standards for water protection also require the further modernization of the existing sewage treatment plant to comply with the effluent quality, which significantly exceeds the highest Chinese wastewater treatment standard 1A. This will significantly reduce the discharge of wastewater and pollutants into the surrounding waters, especially into the Kaijiang River. The project therefore also contributes to achieving the SDGs, in particular SDG 6 (clean water and sanitation) and SDG 11 (sustainable cities and communities). The project comprises the following project components (1) the restoration of the Zhoujiaba Ecological Wetlands, (2) the expansion and modernization of the existing Zhoujiaba sewage treatment plant including expanded sludge treatment (3) the construction and equipment of a visitor center and monitoring center in low-energy house construction (4) green waste recycling center. The FC funding loan of EUR 40 million will be used to finance the equipment and its installation as well as construction services and will be supplemented by a partner contribution.
