The Ethiopia Protection of Basic Services Project aims to protect and promote the delivery of basic services by sub-national governments while deepening transparency and local accountability in service delivery. The Project has four components: Component 1 maintains the delivery of basic services provided by regional and local governments, comprising: (a) financing of sub-national delivery of basic services; and (b) monitoring the level and timeliness of funding allocations for basic services, fair distribution, and actual spending levels on basic services and its distribution. Component 2 provides predictable financing for critical inputs for the primary health service delivery subprogram. It will support three types of activities: (1) procurement and distribution of critical health Commodities; (2) Capacity building; and (3) strengthening o f procurement and logistics. Component 3 supports activities at the Regional and city Administration, Woreda and sub- Woreda levels to significantly enhance transparency around public budget procedures (budget preparation, expenditure and audits); and foster broad engagement, and strengthen the "voice" and client power of citizen representative groups and citizens on public budget processes and public service delivery. Component 4 supports capacity building for and piloting of selected approaches to strengthen the voice of citizens and civil society organizations and also builds the capacity of citizens to engage in public budgeting processes.
