Description | PT Telekomunikasi Selular, Telkomsel, was a national cellular operator in Indonesia, created to operate a GSM mobile cellular network in May 1995. The company was formed as a joint venture company between state-owned national incumbents PT Telkom (51%) and PT Indosat (49%). Telkomsel was assigned 7.5 MHz of the 25 MHz frequency bandwidth available for GSM transmissions. The company started to be divested in July 1996 when a 24.5% stake was sold for US$392 million to PTT Telecom, PV Netherlands, and Sedtco Megaset Asie. After that transaction the ownership structure was PT Telkom (42.72%), PT Indosat (35%), PTT Telecom PV Netherlands (17.28%) and Sedtco Megasel Asia (5.22%). PT Telekomunikasi Indonesia Tbk (Telkom) and PT Indonesian Satellite Corporation Tbk (Indosat) signed sale and purchase agreements relating to a series of transactions that would eliminate the cross-shareholdings of Telkom and Indosat in April 2001. The agreement included that Telkom would acquire Indosat's 35% interest in Telkomsel for US$945 million. Singapore Telecommunications Ltd (SingTel) then acquired a 22.3% stake in Telkomsel from Royal KPN Netherlands at a price of US$602 million in October 2001. In April 2002, SingTel increased its stake by acquiring a 12.7% stake at a price of US$429 million from Telkom. The deal increased SingTel's stake in the cellular operator to 35%, leaving Telkom with a 65% share in Telkomsel. Telkomsel provided cellular services in 27 regions including all major cities of Indonesia by 1997. Telkomsel had launched the Asia-Pacific region's first pre-paid-card service called simPATI in 1998. In 1997, Telkomsel built new BTS (base transceiver station) increasing their total number to 1,348 in 27 provinces. Priority in BTS installation was given to Jabotabek by building additional fiber optic ring covering 20 BTS and 6 MCS (master control station). By end 2005, Telkomsel, TELKOM's 65% owned mobile unit, reported a market leading 24.3 million subscribers (52% share) and covered 90% of the country. Telkomsel provided its subscribers with the option of a prepaid service under the brand name "SimPATI Nusantara" or a postpaid service under the brand name "KartuHALO." In February 2006, the Ministry of Communications and Information awarded 3G licences to Telkomsel which paid Rp218 billion or USD23.6 million for the 10-year licence.
