Public Administration Reform Support Programme - Phase I

The Public Administration Reform Support Programme - Phase I (PARAP I) is a programme within the general framework of the revamping of the Moroccan economy. This program is initiated because of the problems sapping the efficiency and quality of public services and the impact of the rising wage bill on medium-term macro-economic stability. The PARAP I is the first operation of the overall implementation of the administrative reform support programme (PARAP) which comprises four others. It aims to encourage high economic growth and sustainable development to strengthen the competitiveness of the economy by ensuring medium-term macroeconomic viability. The PARP I is structured on four (4) components, namely: a) Strengthening Public Finance Management; (b) Strengthening Human Resource Management Efficiency; (c) Controlling the Wage Bill in the Public Service and (d) Simplifying Administrative Procedures and Formalities.
