The development objective of the Second Phase of the Public Financial Management Improvement Project is to improve public financial management, procurement management, and data use in the Palestinian Authority. This project has six components. The first component, Improving Budget Expenditure Management and Control, has the following sub-components: Improving Budget Expenditure Management, Financial Control and Cash Planning; Improving Transparency of Intergovernmental Transfers; and Improving Service Delivery in Sectors. The second component, Financial Accountability, has the following sub-components: Improving the IFMIS System; Improving Debt Management; Aligning Accounting and Reporting with International Standards; and Strengthening the Capacity of PACC. The third component, Enhancing Revenue Mobilization, has the following components: Strengthening Revenue Management Functions; Developing Taxpayer Services; and Operationalization of the Revenue IT System. The fourth component,Improving Public Procurement Management, has the following sub-components: Professionalization of the Procurement Workforce; Enhancing Procurement Practices in Specific Sectors; and Strengthening the HCPPP Policy Making, Monitoring and Oversight Role. The fifth component, Closing Critical Data Gaps and Modernizing Statistics Production, builds on the MENA Statistics Compact and the Palestine National Statistical Development Strategy. The sixth component, Project Implementation Support and Management, finances costs related to project management and capacity building at the MoF throughout the life of the Project.
