Description | The objective of the Public Investment Capacity Building Project for Azerbaijan is to improve the quality and efficiency of preparation and implementation of investment projects in key priority sectors especially infrastructure. There are four components to the project, the first component being thematic capacity building. This component will provide technical assistance, training, goods, and works to improve the capacity of Government ministries and agencies in the preparation and implementation of: (i) investment projects; and (ii) developing the environmental and social safeguards. The second component is the sector-specific capacity building. This component will provide technical assistance, training, goods, and works to improve technical knowledge and skills in: (a) the road sector; (b) the water supply and sanitation sector; and (c) other sectors based on demand. The third component is the activities in support of capacity building. This component will fund activities to enhance effectiveness of training and capacity development activities and will include: (1) capacity needs assessments; (2) activities to establish competencies for key staff positions; and (3) consultancy to develop accreditation and certification program. Finally, the fourth component is the implementation. This component will primarily cover project implementation costs of the Project Coordination Unit (PCU), including staffing, recurrent costs, audits, consultancy for program management firm for first-year activities, goods, and equipment for capacity-development activities. |
