Description

The development objective of the Public Investment Management (PIM) and Governance Support Project for Benin is to improve efficiency in PIM and enhance the performance of selected institutions of accountability in Benin. The project comprises of four components. The first component, enhancing efficiency and effectiveness in the PIM expenditure cycle addresses technical shortcomings identified by the government across the four stages of the PIM expenditure chain - strategic guidance and appraisal, project budgeting and selection, implementation, and evaluation and audit. It consists of six sub-components: (i) strategic guidance and appraisal; (ii) multi-year budgeting and public investment selection; (iii) public investment implementation; (iv) public investment evaluation and audit; (v) public-private partnerships; and (vi) support for centralized and consolidated monitoring and evaluation of the government’s investment program. The second component, strengthening good governance and accountability seeks to enhance accountability throughout the PIM expenditure cycle by reinforcing some of the principle government and judicial institutions that are responsible for holding the public administration to account. It consists of three sub-components: (i) support to the justice sector; (ii) support to the anticorruption authority; and (iii) stimulating public participation in improving quality of service delivery. The third component, results-based financing in the electricity, water, and justice sectors will support management teams working on planning, budgeting, procurement, and monitoring and evaluation (M and E) in selected ministries to improve capital budget execution and implementation rates of six government’s investment projects included in the 2016-2018 public investment program (PIP). The fourth component will support the project management unit (PMU) in coordinating and managing the implementation of the project.
