The project includes modernization, expansion, operation and maintenance of the public lighting park in the Municipality of Macapá, for a period of 20 years. Macapá is a municipality of 503 thousand inhabitants located on the banks of the Amazon River, State of Amapá, in Northern Brazil. It is estimated that its park is made up of around 34 thousand points of light. The project includes modernization, expansion, operation and maintenance of the public lighting park in the Municipality of Macapá, for a period of 20 years. Macapá is a municipality of 503 thousand inhabitants located on the banks of the Amazon River, State of Amapá, in Northern Brazil. It is estimated that its park is made up of around 34 thousand points of light. The municipality relies on revenue through the Contribution for the Cost of Public Lighting (COSIP), a tax intended exclusively for its expenses with public lighting, estimated as sufficient to cover the Municipality's public lighting expenses, including the maximum reference consideration (variable auction). Furthermore, by means of municipal law, the linking of COSIP collections was established for payment and guarantee of public consideration with segregation of resources through a linked account mechanism. The future concessionaire will be remunerated monthly through consideration from the municipality, linked to criteria of modernization, performance, and achievement of energy efficiency gains. . It is expected that, through the complete modernization of the public lighting park, the concessionaire will obtain, in 24 months, a minimum reduction of 46.93% in the municipality's electricity consumption with public lighting, a target estimated in the reference engineering project with based on the use of LED technology. To be entitled to the full consideration, in addition to achieving milestones for modernization and efficiency of the park, the concessionaire will have to meet public lighting quality criteria (illuminance and uniformity) set out in technical standards (ABNT NBR 5101), in addition to other criteria of operation, such as response time to calls and data availability. It will also be an obligation to implement remote management technology on its most relevant routes. As a way of encouraging performance above expectations, the concessionaire may be entitled to additional remuneration if it achieves energy efficiency greater than 52%: the concessionaire will receive 85% of the reduction in the electricity bill that it provides to the municipality above this limit. Furthermore, based on the installed telemanagement infrastructure, you will be able to earn additional revenues from services related to smart cities, subject to prior approval from the city hall and sharing up to 15% of the additional revenues earned. In summary, public lighting modeling in Macapá is based on three pillars: i. Legal security in the use of COSIP resources; ii. Guarantee mechanism through a linked account and reserve account system, provided for in municipal law, which also expressly authorizes the delegation of services through a PPP; iii. Dealer remuneration linked to objective performance targets and measured by an Independent Verifier;
