Description

The project includes the modernization, expansion, operation and maintenance of the public lighting park in the municipality of Vila Velha, for a period of twenty years. Vila Velha is a municipality of 500 thousand inhabitants located next to the city of Vitória, capital of the state of Espírito Santo, in Southeast Brazil. It is estimated that its park is made up of around 35 thousand points of light. Vila Velha counts on the Contribution for the Cost of the Public Lighting Service (Cosip), a tax intended exclusively for its public lighting expenses. The collection is estimated to be sufficient to cover the municipality's expenses with this service, including the maximum reference consideration (auction variable). Furthermore, municipal law established the linkage of Cosip's collection for payment and guarantee of public consideration with segregation of resources, through a linked account mechanism. The future concessionaire will be remunerated, monthly, by payment from the municipality linked to criteria of modernization, performance and achievement of energy efficiency gains. It is expected that, through the complete modernization of the public lighting park, the concessionaire will obtain, in 15 months, a reduction of 49.93% in the municipality's electricity consumption with public lighting, a target estimated in the engineering reference project, with based on the use of LED technology. To be entitled to the full consideration, in addition to achieving milestones for modernization and efficiency of the park, the concessionaire will have to meet public lighting quality criteria (illuminance and uniformity) set out in technical standards. It will also be an obligation to implement remote management technology in around 50% of the lighting points, on its most relevant routes. As a way of encouraging performance above expectations, the concessionaire may be entitled to additional remuneration if it achieves energy efficiency greater than 49.93%. The concessionaire will receive 80% of the reduction in the electricity bill that it provides to the municipality above this limit. Furthermore, through the installed telemanagement infrastructure, it will be able to earn additional revenues, with services related to smart cities, with prior approval from the City Hall and with sharing of up to 15% of these additional revenues earned. In summary, the modeling of public lighting in Vila Velha is based on three pillars: i. legal security in the use of Cosip resources; ii. guarantee mechanism, through a system of linked accounts and reserve accounts, provided for in municipal law, which also expressly authorizes the delegation of services through a public-private partnership (PPP); It is iii. dealer remuneration linked to objective performance targets and measured by an independent verifier. On 08/03/2020, the SRE-IP Vila Velha consortium was the winner of the auction with a discount of 62% on the maximum reference consideration (auction variable).
