The Second Public Service Management Program Support Project will help improve the process of determining budget allocations in order to further support poverty, as well as continuing to reinforce the role of the budget as an instrument to reflect government priorities, and discipline the use of public funds. Transparency and accountability will be further increased in the budget, and procurement systems, payments and incentive systems will be improved, and, ministry structures and management incentives will be realigned so as to increase performance and public service delivery. The project components are summarized as follows. Payment Reform component: given that full consolidation of allowances could not be achieved due to its effect on the government pension liabilities, the project will assist in the process of reforming the pension scheme, and revising the Pensions Act, and the approved Medium Term Pay Reform Strategy (MTPRS). Establishment and Payroll Control: implementation of the computer-based Payroll Management and Establishment Control (PMEC) system, to help, and ensure actual establishment is reflected in the payroll data. Financial and Policy Management: the Medium Term Expenditure Framework (MTEF) ensures the basis for disbursements, including that of the Activity Based Budgeting System, ensuring the requirement of Cabinet Memoranda that have financial implications to be cleared by the Ministry of Finance and National Planning (MoFNP), prior to Cabinet approval. Financial Management and Accountability: will ensure auditing through the Auditor General's report of government accounts, as per regulations of the 2002 government financial statements.
