The objective of the Second Public Sector Modernization Project for Armenia is to enhance performance of public sector management for better service delivery by: a) strengthening institutional capacity in policy formulation; (b) maximizing the efficiency of human resources; and (c) developing information systems for internal work flow and external communication. There are five components to the project, the first component being strengthening institutional capacity in policy making and service delivery. This project component will address organizational weaknesses and strengthen systems for policy development, performance management and accountability for results. The second component is the maximizing the efficiency of human resources in the public sector. This component will enhance the efficiency of human resources in Armenia's public sector. The third component is the development of information systems for managing internal workflow and external communication. The fourth component is the Just-in-Time Technical Assistance (JIT TA). This component will provide the means to address immediate, unforeseen needs of the government and take advantage of opportunities to support worthy intervention when they arise. Four point six percent of the project's budget is allocated to JIT TA. Finally, the fifth component is the project management and implementation.
