Description | The Public Sector Technical Assistance Credit Project will assist the Government in building its capacity to meet the governance, and poverty reduction objectives, set out in the Poverty Reduction Strategy Paper (PRSP), namely, by strengthening fiscal, and financial management, while improving coverage of social safety nets, and developing institutional capacity to improve PRSP implementation. The project components will: 1) strengthen the Revenue Authority, and contribute to the reform of tax policy, by improving tax, and customs systems, procedures and training. Likewise, new procurement laws and regulations will be drafted to strengthen the Procurement Administration, administrative rules on standard bidding documents will be established, and management information systems implemented. Additionally, the Parliament's fiduciary oversight will be strengthened, human resources and payroll databases integrated, and, the privatization process of the Guyana National Cooperative Bank will be supported, as will the monitoring and management of other state owned corporations, and entities; 2) strengthen capacities, and the existing social safety net programs, by improving systems, processes, and training, in addition to recommending labor market regulations, including safety net recommendations on sector restructuring, particularly in the sugar industry; and, 3) develop an institutional capacity to manage, monitor, evaluate, and accomplish the PRSP implementation, through improved processes, systems, and training. |
