The program will comprise 2 phases: a preparatory phase (phase I) and an execution phase (phase II). In the preparatory phase operating procedures will be prepared for the National Authority for the Concession for Public Works [Autoridad Nacional de Concesion de Obra Pública](ANC), and the assitance will be provided in connection with establishing a Technical Secretariat [Secretaría Téchnica] (ST) as the executive arm of the ANC. The preparatory phase of the program will also include preparation of a strategic plan to promote private-sector participation in the provision of infrastucture works and services, which will include setting clearly defined objectives. In addition, action will be taken to review the existing regulatory framework governing the concession mechanism; key projects will be identified for concessioning; and a training program will be prepared for those institutions taking part in the concession process. Phase II of the program will comprise the preparation of the projects to be concessioned in accordance with priorities established in phase I. In addition, work will continue on the training program.
