Description | On June 28, 2007, the federal secretary of communications and transportation (SCT) awarded a consortium led by Grupho Marhnos a 30 year greenfield contract to construct, operate, exploit, conserve and maintain a new 10km international toll bridge in the state of Tamaulipas. The Puente Internacional Reynosa – Anzalduas was to connect the Mexican city of Reynosa with Mission, Texas. The US side of the bridge was to be built by a separate contractor. The Puente Internacional Reynosa – Anzalduas was part of the Programa Sectorial de Comunicaciones y Transportes which sought to construct or modernize over 17,000km of roads between 2007 and 20012. The contract was granted under the new highway concession model which transferred all of the traffic risk to the private operator and required a minimum equity contribution. The new model also provided a minimum revenue guarantee for each project. The contract was awarded through an international competitive tender that began on June 1, 2006 by SCT. To participate in the public tender, each bidder had to calculate and submit a requested payment as a function of construction, maintenance and operating costs, rate of return on equity, estimated annual traffic and duration of contract. The concession was awarded to the bidder who presented a proposal that complied with the technical, legal and financial requirements established in the bidding documents, and requested the lowest sum of the net present value of the minimum revenue guarantee and the initial public contribution. There were six bidders for the contract: • Compania Contratista Nacional SA de CV • Constructora Garza Ponce SA de CV, and Grupo Rio San Juan SA de CV • GAMI Ingeniera e Instalaciones SA de CV • Construobras de la Garza SA de CV, and Construcciones y Puentes de Chihuahua SA de CV • Concesionaria de Proyectos de Infraestructura SA de CV; Grupo Constructor Marhnos SA de CV; and Marhnos Turismo SA de CV • Omega Construcciones Industriales SA de CV On July 27, 2007, the consortium of Concesionaria de Proyectos de Infraestructura SA de CV; Grupo Constructor Marhnos SA de CV; and Marhnos Turismo SA de CV signed the contract. Construction began on the bridge in August of 2007 and was scheduled to finish in June 2009. Total Investments in the new bridge were estimated at US $60.1 million. The private operator was allowed to charge tolls until an amount specified in the contract which was not publicly available.
