Financial Crime Investigation Service (FCIS) is a law enforcement agency whose main areas of activity are to detect and investigate crimes against the national financial system, the implementation of money laundering prevention, the implementation of international financial sanctions and the protection of the financial interests of the European Union. FCIS has a central headquarters in Vilnius and five regional units with a total full-time positions of 408 (2025). FCIS is the main Lithuanian institution responsible for co-ordination of anti-money laundering activities. It serves as a Financial Intelligence Unit (FIU) in Lithuania and is an active member of the FIU.NET and Egmont Group. Since 2002, FCIS has been appointed an institution responsible for co-operation with the European Anti-fraud Office. It performs the role of an Anti-Fraud Co-ordination Service (AFCOS) in Lithuania. FCIS has a separate digital forensics team that scans digital media, computers, mobile phones, cloud storage, and other devices that are important for investigations and analyzes the data extracted from them. FCIS constantly strives to ensure that the digital forensics team has the highest level of expertise and the most modern equipment capable of unlocking and scanning the latest electronic devices. This technical assistance action consists of two components: 1) purchase of special tools to to expand technical capabilities in the field of digital forensics, adapting to the latest market of electronic devices used by criminals, and 2) specialized training to enable staff to operate these tools.
