Description

This $150 million, 140-MW, plant was developed by a joint venture between a Coastal Corporation subsidiary, Coastal Power International II (50%), and Habibulah Energy Ltd (50%). The power plant will comprise three turbines, two of which will run directly on gas while a third will use exhaust fumes from the first two. Completion was expected by the end of 1997. Commercial operation started in Oct. 1999. Financial closure was reached in mid-1996. A 30-year power purchase agreement was signed with the WAPDA and a fuel supply agreement was signed with the Sui Southern Gas Co. The plant received financing from the Private Sector Energy Development Fund (PSEDF) which was set up in Pakistan with initial financing provided by the World Bank, the Japan Exim Bank, and the Bank of China. In 2001, El Paso Corporation merged with Coastal Power and thereby acquired Coastal's 50% stake in Quetta Habibulah Power Plant.
