Raipur Durg Highway Project

In 2003, Government of India’s Ministry of Shipping, Road Transport and Highways (MSRTH) awarded a 12 year concession to DSC Vicon Ventures Private Limited (DVVPL) to upgrade, finance, operate and maintain the 27 km section on National Highway six (NH-6) between Raipur and Durg, in Chhattisgarh State. This project primarily involved conversion of the existing two lane road to an access controlled four lane expressway. The concession term included the construction period of 36 months. The concession agreement between MSRTH and DVVPL was signed in May 2003. This road upgrade project linking the state capital of Raipur with surrounding industrial areas was expected to improve connectivity, decongest traffic, ensure smooth cargo movement and fuel economic growth in the region. DVVPL, a special purpose company established to implement this project, was wholly owned subsidiary of India’s DS Constructions Limited. The total capital cost of the project was estimated at US$ 24.5 million. The project reached financial closure in July 2003. DVVPL was to be compensated for the capital and operating costs from the tolls collected during the concession term. The project began commercial operations in June 2006.
