Ramstore is a joint venture between three Turkish entities, the ENKA Group of Companies, a major Turkish conglomerate active in the construction business, and two members of the Koc Group of companies, MIGROS Turk T.A.S. (Koc’s retailing operations) and RAM Dis Ticaret A.S. (Koc’s trading operations). This project involves construction and operation of a number of supermarkets with integral shopping malls in Moscow, Russia. The malls will be built successively over the next years, while the first mall went into operation late 1997.2. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of information submitted by the project sponsors and the technical appraisal and site review completed by IFC''s Technical and Environment Department staff. The following potential environmental, health and safety impacts of this project were analyzed:· mall specific impact assessments and IFC project review;· site location and suitability;· air emissions;· liquid effluent treatment;· solid waste management; and· fire safety and emergency response.Information provided on how these potential impacts would be addressed in the Ramstore project is summarized in the paragraphs that follow.3. The shopping malls will be erected after all construction permits are obtained. To obtain the relevant permits a technical study, including a comprehensive study on “Preservation of Natural Environment”, has to be carried out for each store. IFC has received and reviewed this study for the first shopping mall, and will receive and review the studies for the subsequent shopping malls before disbursements related to these malls can be released.4. The first shopping mall is located in Kuntsevo on a reclaimed and previously undeveloped site. The next malls will also be located on previously unused land, in recently developed residential areas, or in existing buildings. There will not be any involuntary resettlement in relation to any of the malls.5. As part of the study for “Preservation of Natural Environment” an air emission study will be conducted for each mall. The study focuses on the combined air emission from the number of cars expected to visit the specific shopping mall. The air emission study for the mall in Kuntsevo did not foresee any significant local degradation of the ambient air due to these activities.6. The shopping malls will include fast food restaurants. Wastewater from these restaurants will pass fat separators before mixing with the remaining domestic wastewater. The mixed wastewater will then be discharged to the Moscow city sewage and the municipal wastewater treatment system for final treatment. A maximum of 21,900 cubicmeters per year has been foreseen for the Kuntsevo mall.7. Solid waste generated in the malls will be removed by local authorized waste management companies.8. The malls will all comply with local structural norms. Fire prevention measures are taken, including installation of smoke detectors, sprinklers, fire hoses, controlled ventilation and smoke extraction. Ramstore has committed to follow international recognized codes for the fire and emergency systems. As structural (passive) fire protection is an integral part of traditional Russian fire protection (and structural) codes, this means that the stores will have the best possible combined fire protection systems (e.g. strong passive systems combined with international class active fire fighting systems). All building systems will be monitored from a dispatcher room.9. The project will avoid installation of CFC using equipment, as well as avoid the installation of PCB containing electrical equipment.10. IFC will ensure ongoing compliance with the World Bank environmental, health and safety policies, and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by Ramstore and by conducting periodic supervision.11.
