The European Commission published recommendations on Union disaster resilience goals in 2023 with the aim of improving Europe's ability to efficiently respond to various emergencies and disasters. Continuous upgrading of knowledge and capacities to effectively anticipate, respond to, and recover from the impacts of forthcoming or current disasters is fundamental. A crucial precondition for effective crisis and emergency management is having reliable and timely information for the proper allocation of resources and capacities to prioritize disaster measures and activities. The EMERGE project focuses on enhancing regional disaster and emergency management capacity through development of comprehensive scenario-based and near real-time seismic and landslide risk evaluation. As a result, rapid needs assessment will follow, prioritizing national and regional resources. The EMERGE project is structured around an extended storyline of success, exemplified by the achievements of the pilot UCPM CRISIS project (101004830-UCPM-2020-PP-AG). As a further development of this effort, the EMERGE initiative aspires to extend the CRISIS platform into a platform for rapid needs assessment, a critical component of civil protection efforts in the aftermath of disasters. The purpose of such an assessment is to quickly estimate the needs of affected populations and to determine the most effective ways to provide aid and support. The proposed platform also aims to support first responders in achieving rapid and effective assistance, improving response speed and prioritization, as well as efficient regional resources and capacities coordination.
