Rasul Hydropower Pvt. Ltd., subsidiary of the Habib Rafiq Group, was planning the development of the 20MW Hydropower Plant, run-of-river, at Rasul Barrage, Jehlum, Punjab. The project was expected to generate 89 GWh annually, at 50.8% capacity factor. The project was to be connected to the grid via a 2km transmission line, valued at $0.25 million (not included in project cost). The project applied for a tariff with NEPRA in March 2010. Construction was expected to take 39 months. The concession was for 30 years on a BOOT basis. The levelized tariff was estimated at $0.0817 per kWh. The feasibility report was completed in July 2009. A letter of intent was awarded by the Gujranwala Electric Power Company to purchase the electricity output in October 2009. Total cost was estimated at $38.31 million, to be financed at 80/20 debt to equity with a 10 year tenor and 3 year grace period. The project is reported as operational in November 2012.
