Opportunity The Government of Canada wanted to relocate and consolidate existing RCMP headquarters units throughout Metro Vancouver to a new location in the City of Surrey. The need for a new E Division Headquarters was first identified over 20 years ago and had become critical in order to maintain operational efficiency. The 14.8 hectare site, located in Green Timbers Urban Forest, was acquired by Public Works and Government Services Canada in 2005 specifically to provide a central, integrated, purpose built headquarters facility for E Division in 2005 and an RFQ for the project was issued in 2008. Challenges The Project was the first Government of Canada accommodations project built using a public-private partnership and represented the largest federal accommodations project in the Pacific Region to date. Innovations Using a P3 to construct the Headquarters provided incentives for the private partner to find efficiencies in facility design, construction and operation. Results The facility was delivered on-time and on-budget. The new headquarters complex is 76,162 square-metres and accommodates over 2,700 E Division Headquarters personnel. The facility has: Improved the federal, provincial and municipal operational efficiency of the RCMP; Improved natural disaster responses; Enabled better access to highways and major roadways; Enabled greater collaboration between international, national, provincial and municipal partners; and Meets current and anticipated safety and security requirements.  “This project will create an estimated 900 new jobs in construction.
