Description | This is a concession for the expansion, maintenance and operation of 12 Brazilian airports. Are they: Eurico de Aguiar Salles Airport, in the Municipality of Vitória (ES); Macaé Airport, in the Municipality of Macaé (RJ); Gilberto Freyre Airport, in the Municipality of Recife (PE); Orlando Bezerra de Menezes Airport, in the Municipality of Juazeiro do Norte (CE); Presidente Castro Pinto Airport, in the Municipality of João Pessoa – Bayeux (PB); Presidente João Suassuna Airport, in the Municipality of Campina Grande (PB); Santa Maria Airport, in the Municipality of Aracaju (SE); Zumbi dos Palmares Airport, in the Municipality of Maceió – Rio Largo (AL); Marechal Rondon International Airport, in the Municipality of Várzea Grande (MT); Rondonópolis Airport, in the Municipality of Rondonópolis (MT); Presidente João Batista Figueiredo Airport, in the Municipality of Sinop (MT); Oswaldo Marques Dias Pilot Airport, in the Municipality of Alta Floresta (MT); With the publication of Decree 9,180, of October 24, 2017, 13 airports became part of the PPI, after being qualified by the 3rd PPI Council Meeting, on August 23, 2017. In addition to the 12 airports listed above, it was also included at PPI, Barra do Garças Airport (MT). After completing the technical, economic and environmental feasibility studies, it was observed that the initial composition of 5 airports in the Central-West Block would not allow economic and financial viability to be achieved. Thus, Barra do Garças Airport was removed from the block, in order to guarantee the attractiveness of the auction for airports in the State of Mato Grosso. The concessions will be disputed by players such as airport operators, financial investors and other interested parties. The basic premise will be the requirement for investments compatible with the established service levels, which will reflect the effective needs of users throughout the term of the contract. The concession of these airport terminals is aligned with the purposes of the National Privatization Plan (PND), the General Grant Plan (PGO) and the National Civil Aviation Policy (PNAC). The concessions program in the airport sector aims to provide investments with quality and speed. The improvement in service provision has been noticed since the first round of airport concessions, in 2011, which provided significant investments in the main airports in the Brazilian network – benefiting the entire airline network and reducing delay and cancellation rates to better standards than international references. . From a managerial perspective, private management brings many benefits, as the airport sector is very dynamic and intensive in the provision of services, permanently incorporating new practices and technologies. The bodies involved in the process of granting airports to the private sector are the National Civil Aviation Agency (ANAC) and the Ministry of Transport, Ports and Civil Aviation (MTPA) – granting power and responsible for drafting the sectoral policy and conducting and approving of studies. The analyzes indicated the possibility of granting in blocks, based on market and economic-financial assessments, as per the arrangement shown below: SOUTHEAST BLOCK: Airports: Vitória and Macaé: Movement: 3.2 million passengers/year (2017); Estimated investments: R$592 million. CENTRAL-WEST BLOCK: Airports: Alta Floresta, Sinop, Várzea Grande and Rondonópolis: Movement: 3.3 million passengers/year (2017); Estimated investments: R$771 million. NORTHEAST BLOCK: Airports: Juazeiro do Norte, Campina Grande, João Pessoa, Recife, Maceió, Aracaju: Movement: 13.2 million passengers/year (2017); Estimated investments: R$2.15 billion. |
