Description | Recogen from Sri Lanka was developing the Badalgama Biomass plant, in Badalgama, North Western Province. The project was constructed in four phases. Phase 1: Commissioned in November 2005, 0.27MW Phase 2: Commsioned in January 2008, 1.1MW Phase 3: Commissioned in March 2010, 4.81MW Phase 4: Commissioned in July 2010, 5.8MW (expected) The PPA for the project was signed in June 2003 with Ceylon Electricity Board. The boiler and transformer were purchased in July 2004. Expected project life was 25 years. Total cost was unknown, but estimated at US$1 million/MW, or US$5.8 million (conservative). Financial closure date was ESTIMATED at March 2009, reporting of project financing via JICA ODA loan.
