Description

The Red Deer Westerner Storm Water Pond Reconstruction Project (the Project) will upgrade the Westerner Storm Pond, which acts as a treatment and flow equalization step for Westerner Exposition Grounds prior to discharge in Piper Creek. The project scope includes: draining the pond, removing the accumulated sand and silt in the pond, replacing the pipes that discharge to Piper Creek, increasing capacity to have storage for a 1:100 year storm event, rebuilding the pond berm and increasing its elevation to prevent the creek from overflowing into the pond at a 1:100 year flood, installing an oil-grit separator to reduce sediment entering the pond and creek, installating a clay liner within the sand seams to mitigate hydrostatic pressures, and installating a beaver exclusion fence around the perimeter of the pond. The pond has been subject to significant siltation which has resulted in blockages in the outlet to Piper Creek which has caused localized flooding and discharge of silt to the creek. The main outcome of the Project will be improved stormwater retention, minimized localized flooding, and improved water quality in Piper Creek.
