Description

On February 18, 2009 Spanish company OHL Concesiones SL signed a 25-year concession contract with Peru’s ministry of transport and communications to build and rehabilitate Red Vial 4, a 356 km stretch of the Peruvian Panamericana motorway connecting the city of Pativilca, in Lima province, to Trujillo, in La Libertad region. OHL formed Autopista del Norte, S.A.C. as the project company and held a 100% stake. On December 18, 2008 the project was awarded to OHL by Peru's state agency for promotion of private investment, ProInversion. The bidding criterion was the amount of additional works undertaken by the private sponsor. In this tender 170km of road was the minimum amount that could be built and concessionaires could offer up to an additional 113.42km. Six companies submitted final bids, including OHL. The other five companies were: • Concesionaria del Sur (Peru-Ecuador) • Concesionaria Vial del Norte (Peru) • Consorcio Concesionaria Panamericana (Venezuela-Colombia) • Consorcio Promotora del Desarrollo de America Latina SA de CV y Obras de Ingenieria SA (Peru-Mexico) • Consorcio Vias del Peru CCION (Peru-Colombia) Three of the companies offered the maximum amount of kilometers as well as 18 additional projects, but OHL won the tender by offering 20 additional projects including eight roundabouts, four pedestrian bridges and five underpasses and three bypasses in the municipalities of Huarmey, Casma and Viru-Chao. The total investment was estimated at 203 million Euros (US $283.3 million). In February 2010 OHL closed a loan of US $ 150 million dollars with Corporacion Andina de Fomento (CAF),the development agency and private banks Credit Agricole CIB and Banco Central de Peru (BCP).
