Description | The results-based financing of the REDD Early Movers program remunerates deforestation reductions ex-post. The aim of the REM component is to remunerate significant emission reductions (ER) from avoided deforestation in the state of Acre. The project thus contributes to the overarching program objective of the REM program, which is to promote climate protection through forest conservation as REDD interim financing in accordance with the requirements of the UNFCCC. The funds are reinvested and are intended to contribute to the generation of diverse positive development impacts and directly benefit small and medium-sized landowners as well as population groups living in and from the forest, local communities and indigenous groups. The project is sponsored by the federal Ministry of Planning (SEPLAN). The program is technically and politically embedded in the federal system for the promotion of environmental services (SISA), which is managed by the Climate Change Institute (IMC). Up to a) EUR 10 million in BMZ grant funds (HH) and GBP 17.84 million in British mandate funds from the Department of Business, Energy and Industrial Strategy (BEIS) are available for the project. The program objective is to use the REM program to remunerate emission reductions (ER) from avoided deforestation in the Amazon biome from 2015 to 2019 on a results-based basis, with a target volume of approx. 2.2 million tCO2e (via German funds) or 5.2 million tCO2e (including mandate funds from BEIS). The REM funds will be reinvested on the basis of agreed benefit-sharing sub-programs in order to reward forest protection, promote sustainable development and make contributions to further deforestation reduction. Up to 30% can be used for investments in policy measures and operational implementation. At least 70% of the compensation funds are to be implemented as investments at the local level within the framework of the agreed benefit sharing, so that they directly benefit the people of Acres (including indigenous people). |
