Colombia has been part of the REDD Early Movers (REM) program since 2015 and receives grants to prevent deforestation in accordance with the REDD+ mechanism of the UN Framework Convention on Climate Change (UNFCCC). Since the conclusion of the peace agreement in 2016, the framework conditions for protecting forests in the country have deteriorated. The increasing deforestation not only poses a serious threat to forest ecosystems and the population living there, but payments for emission reductions were no longer possible. In December 2019, the Colombian government once again committed itself to ambitious targets for reducing greenhouse gas emissions from deforestation (Joint Declaration of Intent). The project is intended to support Colombia's government in forest protection and the sustainable development of the Amazon. The aim of the project is to reduce climate-damaging greenhouse gas emissions from deforestation in Colombia and to improve the conditions for reducing deforestation in Colombia. At the impact level, the project rewards measurable successes in improving forestry policy and in protecting and sustainably using the Amazon rainforest. At the output level, investing the funds through a socially just distribution system (benefit sharing) contributes to rural development and improving the living conditions of the population groups in the Colombian Amazon region. The target group are the population groups in the Amazon who are directly and indirectly dependent on the forest and thus benefit from its continued existence through protection and sustainable use. In addition to small farmers, these include indigenous peoples and traditional communities in particular. The project also strengthens the management capacities of the Ministry of the Environment and the regional environmental administrations CAR in the Amazon. The project contributes to the sustainability goals of climate change (SDG 13) and terrestrial ecosystems (SDG 15).
