Description

The funds from the global REDD program for Early Movers (REM) are primarily intended to provide incentive payments and compensation for REDD emission reductions. This can close a financing gap in countries that are pioneers in delivering early emission reductions through tried-and-tested forest protection, but which will not foreseeably have access to funds from the Carbon Fund of the Forest Carbon Partnership Facility (FCPF). The FC measure in the main funding area is planned to be results-based carbon financing, and the TC measure to support REDD instruments to feed project-based approaches back into national REDD policy. REM specifically supports REDD pioneers who have taken risks and have already taken their own responsibility for climate protection in forest protection.  REM compensates the early movers for their climate protection performance so that their example sets a precedent. Forest protection is worth it!  REM helps to close a financing gap in the current REDD process There are currently many preparatory readiness activities, but few financial incentives for early movers. This is where REM comes in as bridge financing in the REDD interim phase.  REM promotes sustainable development for the benefit of small farmers and forest-dependent and indigenous communities through clear REDD benefit sharing  REM is an innovation for more results orientation in development cooperation REM is a joint global program of German development cooperation that combines carbon financing via the KFW Development Bank with instrument funding via the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). KFW carbon financing is provided via two modalities a) ex-post compensation for emission reductions Payments are made on the basis of proven emission reductions. Carbon accounting is a prerequisite for this; b) incentive payments that are made ex ante to promote forest protection, e.g. for protected forest areas on a per-hectare basis. Incentive payments are usually accompanied by measures to establish a forest inventory or carbon monitoring system.
