REDD for Early Movers - Acre/Brazil

The international REDD+ mechanism is an essential element of a global climate architecture and is negotiated under the Framework Convention on Climate Change (UNFCCC). At the same time, its practical implementation is being tested. The state of Acre is a typical REDD early mover in the sense of REM. Since 1998, the state government has continuously built up institutions and instruments for protecting forests and implementing REDD and anchored them in state law. In 2010, a comprehensive federal system for promoting environmental services - SISA (Sistema Estadual de Incentivos a Serviços Ambientais) - was established. The aim of the project is to achieve significant emission reductions (ER) from avoided deforestation in the state of Acre in order to demonstrate the practical implementation of a results-based REDD+ mechanism and to generate learning experiences for the climate negotiation process. The measure thus contributes to promoting climate protection through forest conservation as REDD interim financing in accordance with the requirements of the UNFCCC. Successes in avoided deforestation are remunerated ex-post. The ER is compensated based on a historical baseline of deforestation. The data used is from the Brazilian monitoring system PRODES of the national space institute INPE. It is assumed that 2.3 million tons of CO2 ER will be compensated through the measure. Overall, the reduction effect is even greater because Acre is shutting down one additional unit as its own contribution.
