Description | Core problem The prospect of the start of EU accession talks increases the pressure to align with EU standards and regulations in other sectors of the country, in addition to substantial judicial reforms. As a full member of the Energy Community (EnC), Albania has been committed for many years to gradually adapting its energy sector legislation to EU standards. The EU's 3rd Energy Package is currently being implemented, but has been significantly delayed in many individual aspects. Albania has been criticized by the EnC for this. Module objective The aim of the project is to support the Albanian government in implementing necessary energy sector reforms. The implementation of reforms that restructure the Albanian energy sector into an organized, transparent, regionally integrated market will enable competitive pricing in the electricity sector in the long term. This promotes private investment, particularly in the field of renewable energies. Efficient resource allocation also makes a positive contribution to environmental protection. Key outputs Legally adopted reforms in accordance with the previously agreed reform matrix. Target group: all consumers connected to the Albanian electricity network. Contribution to the national implementation of Agenda 2030 The reforms are based on the adoption of the EU acquis communautaire in the areas of energy, environment and competition, as well as the contractual obligations that Albania has entered into as a full member of the EnC to gradually adapt legislation in the energy sector to EU standards. This relates in particular to the liberalization and deregulation of the electricity market, the expansion of the use of renewable energies, cross-border cooperation and integration into the regional electricity market, and the development of standards for energy efficiency. |
