Reform financing "Promoting the investment climate and strengthening public finances"

The reform financing project is part of the reform and investment partnership agreed between Germany and Ghana in 2017 as part of the G20 Africa Partnership/Compact with Africa (CwA). The overarching goal of the CwA is to improve the framework conditions for private investment, sustainable economic development and employment in selected partner countries. In this context, the Ghanaian partners identified budget consolidation, increasing domestic revenues and improving public financial management as important components for further macroeconomic stabilization. The goal of reform financing is therefore to improve the investment climate and strengthen public finances in Ghana. The focus of the German contribution is in particular on increasing national domestic revenues and improving compliance with existing tax regulations, as well as combating corruption and illegal financial flows. Reform financing involves a payment to Ghana's national budget based on the fulfillment of agreed reform steps or payment indicators in the above-mentioned areas. At the same time, Germany is conducting a policy dialogue with Ghana on improving the investment climate and public finance management within the framework of the reform partnership.
