Reform financing to strengthen crisis resilience in Senegal

The aim of the project is to initiate important reforms that will sustainably improve the resilience of state structures, companies and ecosystems in Senegal. Budget financing covers three fields of action (pillars): Pillar 1 Resilience of state structures. This includes the reform of public procurement, procedures to prevent money laundering and terrorist financing, and the promotion of women in the public service. Pillar 2 Economic resilience of private companies. This includes the operationalization of the national private sector strategy and the strategy to promote women's economic independence, the revision of the investment law, and the conduct of a study to improve the support available to companies in financial difficulties. Pillar 3 Resilience to climate change. In this context, a body is to be set up to operationalize an evaluation and monitoring system for national measures to adapt to climate change. In addition, a decree regulating the tasks and functioning of the national climate adaptation committee will be revised. A body to coordinate the implementation of the green development plan by decree will be established and a strategy for the long-term achievement of the goals of the Paris Climate Agreement will be adopted. The target group of the FC module is, in a broader sense, the entire Senegalese population, which will benefit from the increased performance of the Senegalese state, the improved business climate and the greater resilience to climate change.
