Description | To implement the Public Financial Management Reform Strategy 2018/19-2022/23, Uganda is launching the basket-financed Resource Enhancement and Accountability Programme (REAP). Under the Resource Enhancement and Accountability Programme (REAP), financial cooperation funds are to be used in particular to support target areas that implement the guidelines of the Addis Ababa Action Agenda for Development Financing with a view to strengthening public finance, as also taken up by the BMZ’s Marshall Plan with Africa with regard to combating corruption through efficiency, transparency and accountability. These include the following areas in particular: 1. Improving public investment management 2. Strengthening supervision (Court of Auditors) To this end, administrative structures are being reorganised in public investment management and IT systems are then introduced. In an environment of overlapping responsibilities, unclear workflows and parallel structures, the reorganisation of workflows will result in a considerable improvement in efficiency and transparency in public administration. This will significantly reduce the opportunities for corruption and misuse of funds. In the Ugandan Court of Audit, new workflows are already being successfully digitized in the ongoing FINMAP project. In addition to the continuation of digitization, measures are planned to promote the independence and governance of supervision (e.g. training and further education in the use of the Court of Audit's audit software, procurement of an IT platform for monitoring and evaluating the Court of Audit's audit recommendations). The federal government has pledged EUR 10.0 million for participation in the PFM reform. The pledge is to be implemented through annual payments into the PFM basket in up to four financial years (2019/20, 2020/21, 2021/22 and 2022/23). |
