Reform Programme for Sustainable and Resilient Development, Phase I

As part of the FC project Reform Program for Sustainable and Resilient Development Phase I, a promotional loan will be granted to the Republic of Colombia to support the design, updating and implementation of essential reforms in the areas of climate, transport, energy, environment and green capital market development. The project consists of two phases that build on each other in terms of content. The desired policy actions are defined in a policy matrix developed jointly with the Colombian partners and are monitored through periodic missions. The disbursement of funds is linked to the full fulfillment of the policy matrix with defined progress in the implementation of cross-sectoral reforms (output-based aid approach). The project, which is designed as budget financing and thus included in the partner country's budget, is structured as parallel financing with the Agence Française de Développement (AFD), the KEXIM Bank and the Inter-American Development Bank (IDB), including with funds from the Swedish Agency for International Development Cooperation (SIDA) and the British Sustainable Infrastructure Programme (UK-SIP).
