The sector reform program to support the peace process consists of five phases that build on each other in terms of content. The project is designed as sectoral budget financing. After the reform steps agreed with the Colombian government for each phase of the program have been implemented, the funds are paid out to the Colombian Ministry of Finance and included in the general budget. The sector reform program supports Colombia in improving policies for sustainable peace development in Colombia at national, regional and local levels and in providing financial resources in the agreed thematic areas. To this end, the Colombian government and German development cooperation defined reform steps in selected thematic areas and mapped them out in a policy matrix, the content of which in program phase IV was strongly influenced by the conclusion of the peace agreement at the end of 2016, which requires further institutional and structural policy reforms. The objectives and four-part structure of the reform program were largely retained: i) guaranteeing the rights of victims of violence and displacement and the right to truth and to come to terms with the past in the field of victim care/reparation/violence prevention, ii) reintegration and reintegration (reincorporation) of the now disarmed and demobilized former combatants into civil society, iii) promoting integral rural development and iv) strengthening local and regional institutions for peacebuilding. The indirect target group of the project is the people of Colombia. They benefit from the reduced conflict potential induced by political reforms, which contributes to an improvement in living conditions. The direct target group of the project are the population groups affected by the conflict, including more than 7 million Colombians who have become displaced persons in their own country. The borrower is the Colombian state, represented by the Ministry of Finance. The content of the policy matrix is carried out by the project sponsor, the National Planning Authority. In addition, other sector ministries and authorities are involved in the reforms, depending on the topic area and reform step defined in the policy matrix. A development loan of EUR 100 million has been pledged for the fifth phase, which will be paid out to the Colombian government after verification that the disbursement conditions have been met. At the same time, the Colombian government will be supported in the design and implementation of the agreed reform steps of the sector reform program through grants from the study and advisory fund.
