Based on UNICEF data: Population drops in 86% of Serbia’s villages; every other rural child (45.1%) faces deprivation, and 76% of unemployed women in rural areas have never heard of any active labor market measures. For decades, young people are migrating from rural to urban areas. However, for the last 10 years, there is a large number of youth which are leaving the country, searching for better jobs. The same situation is in Romania, where youth are leaving their countries, especially rural areas, and moving to more developed European countries or even USA and Canada. Overall objective: Creating environment for joint initiatives, cooperation and coordination for removing of obstacles to the keeping of youth in the rural area of cross-border region Romania – Serbia, by practical usage of Nudge theory. Through this project, both partner’s municipalities are expecting to provide necessary conditions for youth to stay in their birthplaces, to establish their businesses and to build their families there. Also, to enable other unemployed (women, hardly employable categories) to start some businesses, as major or additional jobs. Dealing with the outflow of population is not a new story, but the way we were dealing with is totally new and innovative. The 2017 Nobel Prize in Economics was awarded to Richard Thaler from the University of Chicago. The US academic has won the Nobel prize in economics for his pioneering work in the field of behavioral economics. His work has focused on people’s economic behaviors and on ways that people’s behavior differs from the predictions of economic models. The claim is that nudges are more effective, than direct instruction, legislation, or enforcement. So, instead to forbid young people to leave, we will offer them great conditions for staying – access to well-paid jobs, education, necessary infrastructure. To achieve our goals and results we are planning we will have to take cross-border approach. With this approach we will involve Romanian and Serbian institutions, companies, schools and unemployed persons cooperating on the mutual goal: establishing pre-conditions for employment opportunities in the rural area of cross-border region. Municipality of Coka and Municipality of Deta are similar in number of inhabitant, also they are both rural agricultural area with most population acting in this field. Taking into account that those two municipalities are similar in many ways, it was natural that they have similar problems. All these lead to the joint project proposal and establishment of partnership between these two municipalities. By establishing Regional Employment Center, with offices in both municipalities, we will implement several different sets of trainings in order to provide conditions for new jobs in our municipalities.
